"UN Universal Periodic Review Validation Conference Highlights Nigeria's Commitment to Human Rights and Development"
The validation conference of the UN Universal Periodic Review was held at the Haradua Centre in Abuja on 20th October 2023. The conference began at 9:30am with a welcome address from Dr. Princess Frank-Chukwuani, the representative of the Solicitor-General/Permanent Secretary. She mentioned that the Solicitor-General was unable to attend due to another national duty.
Dr. Princess emphasized that the Universal Periodic Review is a state-driven process under the United Nations Human Rights Council, which assesses how states fulfill their human rights obligations. Nigeria has undergone reviews in 2009, 2013, and 2018, and preparations are underway for the 4th schedule in January/February 2024. The inter-ministerial Committee (IMC) was inaugurated in September 2022 by the Secretary to the Government of the Federation to oversee the process.
She highlighted that the IMC has been engaging stakeholders across the six geopolitical zones of Nigeria to gather information for the report. Engagement sessions have already taken place in Enugu, Adamawa, Kano, Akwa-Ibom, Lagos, and the Federal Capital Territory (FCT). The report will focus on the implementation of government policies in key areas of human rights and developmental issues based on the UN recommendations to Nigeria in 2018.
Dr. Princess urged stakeholders to engage in productive deliberations to facilitate effective data collation for Nigeria. She wished the participants a fruitful deliberation.

Prof. Joy Ezeilor, SAN provided an overview of the report during her presentation. She mentioned that the FCT engagement was the seventh in the series and emphasized that the UPR is Nigeria's duty and obligation to implement international laws. Nigeria submitted its report in 2018 and will defend it in November. The UN provided recommendations to Nigeria after the 3rd circle report, and the government has the option to accept or reject them. Nigeria will provide a report on the progress made in implementing the accepted recommendations. The draft post-consultation report was presented by the committee.
Various groups presented their reports based on their deliberations, assessments, contributions, and recommendations. The thematic areas covered were Trafficking in Persons, Children, Women and Youths, People with Disabilities, Democracy, Rule of Law, Access to Justice and Human Rights, Economic, Social, and Cultural Rights, Counter Terrorism Democracy, Rule of Law, Access to Justice and Human Rights, and Security, Torture, Anti-Corruption, and Drugs.
The participants, including NGOs, security personnel, the Nigerian Bar Association, and academics, made meaningful contributions during the conference.
The Director of the IMC expressed appreciation for the active participation of everyone, noting that Nigeria will present a national report due to the representation of various stakeholders in the validation conference. He wished everyone a safe journey back to their respective destinations. The validation conference concluded with the singing of the national anthem.
The IMC report is expected to be submitted by 31st October 2023.
