The recent announcement by the Federal Capital Territory Administration (FCDA) regarding the payment of ground rent in Abuja has led to a surge of landowners flocking to the Abuja Geographic Information System (AGIS) to comply with the directive. This article aims to review the ground rent payment procedure at AGIS and shed light on the challenges faced by taxpayers during the process.
The payment procedure for ground rent at AGIS involves several steps. Landowners are required to submit a photocopy of their Certificate of Occupancy (C-of-O) to AGIS, where a bill is generated. Once the bill is received, the payer must proceed to a cyber cafe to generate a remitta and make payment either online or at designated banks such as Zenith Bank, Suntrust Bank, or Heritage Bank. After making payment, the remitta receipt is then submitted to AGIS for conversion into an official receipt.
Challenges Faced:
Despite the seemingly straightforward procedure, the payment process can take a minimum of three days to complete. The initial step of submitting the C-of-O involves queuing and collecting numbers, which can be time-consuming. Furthermore, taxpayers have to contend with long queues at cyber cafes and banks located near AGIS. Once payment is made, the payer must queue again at AGIS to submit the remitta receipt to the finance department for conversion, which can take an additional 3-5 days.
Reported Incidents:
During our investigation, it was found that taxpayers faced significant delays and frustrations. Some taxpayers arrived at AGIS as early as 6 a.m. and had yet to be attended to by midday. The situation became so tense that a riot almost broke out, with dissatisfied taxpayers voicing their concerns at the gate. It is worth noting that a large canopy with chairs was positioned by the gate to accommodate waiting taxpayers.

The ground rent payment procedure at AGIS in Abuja has proven to be a time-consuming and cumbersome process for landowners. The multiple steps involved, coupled with long queues and delays, have caused significant frustration among taxpayers. As the FCDA seeks compliance with the ground rent payment directive, it is essential for authorities to address the challenges faced by landowners and streamline the process to ensure a smoother and more efficient experience for all parties involved.
